Will eastern bluebirds lay eggs in two separate nest at the same time?

I have a 4 story house on my deck there is a nest in the top floor with two eggs, a nest in the second floor with one egg the bottom two stories have just a liitle straw what i call a fake nest to claim box . My question is do these eggs belong to the same female ? i’ve only seen the one pair. How will she sit on both nest to hatch ? Will the male sit on one? If so who will bring food ? Did she lay egg downstairs by accident . She has been on the top floor all day . Do you think this other egg in being neglected? Should I move it upstairs?
